INTRODUCTION
We are going to prepare a case study about Taliworks Langkawi Sdn Bhd. In the company background part we will generally discuss about Taliworks Corporation and then specific to the Taliworks Langkawi Sdn Bhd. We also will discuss about issues that relating to the Taliworks Langkawi Sdn Bhd. Our case study are based on interview with En Harmizan Haris, Head Section Human Resources of Taliworks Langkawi Sdn Bhd.
COMPANY BACKGROUND
Taliworks Corporation Berhad was incorporated in Malaysia as a private limited company under the name of The Carpet Manufacturing Company (Malaysia) Limited in August 1965. In July 1992, Carpet Manufacturing was listed on the Bursa Malaysia Securities Berhad. Carpets completed the acquisition of 100% equity interest in Sungai Harmoni Sdn. Bhd. and Taliworks Langkawi Sdn. Bhd. in July 2000. Besides, in November 2000 Carpets was renamed to Taliworks Corporation Berhad.
Taliworks’ subsidiaries started out in the water management sector in 1987 as a developer in the privatisation of potable water treatment and supply in Malaysia. The main core business activity of Taliworks is water treatement, supply and distribution segments. In addition, Taliworks also involved in four main distinct business sectors such as Water Treatment, Supply and Distribution, Highway Toll Concessionaire, Operations and Maintenance Operator, Solid Waste Management, and Construction and Engineering.
CORE BUSINESS
Water Treatment Supply and Distribution
Taliworks core business is in the privatised water supply sector. It encompasses of an operation and maintenance (O;M) contract for the Sungai Selangor Phase 1 Water Treatment Plant (SSP1) that supplies treated potable water to large parts of Selangor and Kuala Lumpur. In addition, Taliworks also have water treatment, supply and distribution system for the entire Pulau Langkawi, Kedah.
The water treatment, supply and distribution system in Pulau Langkawi is handling by Taliworks Langkawi Sdn. Bhd. under a 25 years concession and ending October 2020. Taliworks Langkawi Sdn Bhd was located at Pekan Kuah, Langkawi. Furthermore, Taliworks Langkawi was granted permission under Section 192 (5) of the Water Services Industry Act 2006 by the National Water Services Commission (“SPAN”) to carry out and carry out operations and activities under the Langkawi Water Supply Privatisation Agreement dated 7 October 1995 and Supplemental Agreement dated 4 August 1999, 22 July 2001 and 1 August 2004 with effective from 1 February 2013 to 31 October 2020.
Highway Toll Concessionaire, Operations and Maintenance Operator
Taliworks began venturing into highway and toll road ownership as it acquired a 55% equity interest in Cerah Sama Sdn. Bhd. in 2007. Cerah Sama is the holding company of Grand Saga Sdn. Bhd., a company that owns and operates concessions for the Cheras-Kajang Highway until September 2045. The highway works to facilitate traffic congestion and minimize journey time for daily passengers around Cheras-Kajang. The highway is the first four-lane dual carriageway in Malaysia and it takes about 11.5 km long, from Connaught Interchange, Cheras to Saujana Impian, Kajang.
In December 2014, Taliworks through its indirect joint-venture, Grand Sepadu (NK) Sdn. Bhd. acquired the assets and concession rights to the New North Klang Straits Bypass Expressway from Lebuhraya Shapadu Sdn. Bhd.
Solid Waste Management
SWM Environment Holdings Sdn. Bhd. (“SWMH”) is an integrated waste management and public cleansing service provider in the southern provinces of Johor, Negeri Sembilan and Melaka. SWMH 100% owned by SWM Environment Sdn. Bhd. is a concession owner for the provision of solid waste collection and public cleansing services, serving in the southern provinces until 31 August 2033. Its business covers a total of 27,650 km² of geographical area and provides more than 5.1 million residents. It operates 27 local authorities with over 8,000 staff and 500 sub-contractors who collectively manage about 4,500 to 5,000 tonnes of waste per day.
Construction and Engineering
The construction and engineering division of Taliworks acquired the first project in 2002 and has implemented several other projects in the infrastructure space since. Some of the more significant projects included the RM120 million Projek Bekalan Air Kedah Tengah with a turnkey base, RM149 million design and constructed the Padang Terap Water Supply Project in Kedah and the Mengkuang Dam Development Project at RM339 million which included site clearance, earthworks, structural construction reinforced concrete and pipe fitting work. The construction works carried out are ISO9001 certified and the Company is also registered and awarded the highest grade, Grade G7, by CIDB.

Taliworks Langkawi Sdn Bhd (TLSB) was establish on 1995. In October 2013, Taliworks Langkawi Sdn. Bhd. was granted an endorsement by the National Water Service Commission to start and carry out operations and activities under the Langkawi Water Supply Privatisation Agreement. Taliworks Langkawi Sdn Bhd one of Taliworks Corporations’ subsidiaries. Besides, Taliworks Langkawi Sdn Bhd main office was located at Kuah, Langkawi.
Taliworks Langkawi Sdn Bhd principle activities are management, operation and maintenance of water treatment, water supply and distribution facilities on Langkawi Island and the Water Treatment Plant at Sungai Baru in Perlis. Taliworks Langkawi Sdn Bhd also operator of Kedah water dam in several district such as Malut, Padang Saga Bunded Storage and Padang Mat Sirat Bounded Storage. For those three area, the owner is Syarikat Air Darul Aman (SADA).
Syarikat Air Darul Aman (SADA) is a state company that belongs to Kedah. Meanwhile Taliworks Langkawi Sdn Bhd is a private company Granted a 20 years concession to manage water in Langkawi and Sungai Baru, Perlis.
