Each lived according to his own wants and comforts. No laws were there to carry out the activities of man. The law known to men living in the state of nature was the law of nature or natural law. There was no means to understand the law or to deliver judgment. Hence men lived under doubtful environment.
When men felt the want to run off from this type of life he did so by general agreement. As outcome of this, a civil society was produced. Thus establishment of civil society results in the emergence of the state.
